Below are some of my policy priorities that I’ll be fighting for as our State Representative. I also believe we are going to have to work together over the long haul to make these ideas a reality. My strength as an elected official is that I know the power of community organizing, so by working with all of you and collectively fighting for these things, we’ll be able to secure more wins for our neighborhoods.
Equitable Housing and Neighborhood Development
I believe we need to ensure that changes in our communities both support current residents and also improve our blocks for the future. Here are a few policies I have talked with our neighbors about pushing for in the General Assembly:
- Tenants’ right to counsel in eviction proceedings
- Replace exclusionary zoning laws with equitable zoning laws
- Affordable housing and increased homeownership
- Development for North Market Street and other underdeveloped corridors
Healthcare
I believe we need to ensure all reproductive services are financially accessible to all Delawareans. For too many the cost is prohibitive or the amount of services is too low for the number of people who need them. In addition, we must prioritize improving Black maternal health to address how Black babies in Delaware are two to three times more likely to die than white babies. Here are a few policies I have talked with our neighbors about pushing for and protecting in the General Assembly:
- Protecting financially accessible abortion rights
- Increased mental health support services
- Increased support and protections for Black mothers and children
Criminal Justice Reform
I believe our criminal justice system currently focuses more on punishment, rather than rehabilitation. Our system also unfairly criminalizes those living in poverty and targets Black and Brown bodies. Here are a few policies I have talked with our neighbors about pushing for in the General Assembly:
- Reducing the impact of fines and fees and decriminalizing poverty
- Adding civilian review boards for law enforcement
- Ensuring all law enforcement officers use body cams that is transparent to the public which protect both their work and build trust with the community
- Legalize marijuana and expunge the records of nonviolent drug charges
Education
I believe our education system needs to ensure ALL students receive a high-quality education. Too many schools are severely underfunded and our young people do not have safe and educational after-school opportunities. Here are a few policies I have talked with our neighbors about pushing for in the General Assembly:
- Institute an equitable education funding model
- Ensure all families have affordable and accessible after-school and summer programs for their children
- Enact universal high-quality, full-day Pre-K for kids as young as three and four
- Ensure school board members can only be voted on by nominating districts
Protecting Seniors
I believe Delawareans deserve to age with dignity. I will advocate for our senior population in the City of Wilmington, here are a few policies that I will push for in the General Assembly.
- Increase investment in a ‘Aging and Staging Homeowner Repair Program’ to support low-income and elderly homeowners with standard household repairs and facade improvements
- Address the conditions of housing for seniors living in rentals (e.g., improving work order process, pre-inspection procedures, adding social workers, etc.)
- Create a centralized system of contacts and resources for seniors
- Support and invest in care work in the home by directing funds to informal elder care and family care providers
- Identify and build centers in underserved senior communities that do not have access to hospitals, medical centers, nursing homes, and other essential service sites
- Expanding access to the Wilmington Senior Center
- Seniors & tech (cellphones, internet, hands on training, etc.)
Environmental Justice
I believe the climate crisis is already here, and it is harming our communities and threatening our future. From rising sea levels and temperatures, to water contamination, to unhealthy air, to rising utility costs, to the impacts of extreme weather events. The climate crisis is not a hypothetical and affects communities across Delaware – disproportionately low-income communities and communities of color in profound ways. We must meet this crisis with the urgency it demands. Here are a few policies I will push in the General Assembly:
- Developing equitable adaptation measures for both social and built infrastructure, with a focus on environmental justice (e.g., through the Green Amendment, Green New Deal for Delaware, etc.)
- Tackle air and water pollution by dramatically increasing the amount of both green space and open space, & repurposing vacant lots
- Transform our waste management systems by improving water handling, expanding recycling programming
- Improve energy efficiency and reduce energy usage (e.g., fostering more walkable and bikeable communities, improving public transportation, expand the state’s electric vehicle fleet, etc.)
- Increase investment in climate resilience infrastructure (e.g., city and state-owned social infrastructure like schools, libraries, hospitals, and community centers acting as climate-ready hubs, serving as cooling centers during heatwaves)
Gun Violence Prevention Plan
Gun violence in Wilmington is a serious crisis that has only been exacerbated recently amid the multiple compounding crisis that exist in our city. We know that that true public safety comes when communities have what they need to thrive. Public safety is safe housing, good health care, childcare, reliable transportation, and living-wage jobs — not overpolicing, arrests, incarceration, and surveillance. I will unapologetically advocate for the development of a real, targeted plan to structurally address the violence and instability that has affected the neighborhoods of the Northside, most of which have been equally ravaged by violence and disinvestment from the city.
- Address youth violence with restorative justice solutions
- Ensure accountable, transparent, and focused policing
- Invest in underfunded gun violence prevention, youth programs, and victims’ services
- Invest in Wilmington’s investigation and cold case unit to actually keep our communities safe
